How to apply for an energy label in Alkmaar

Registration in EP-Online
After the calculation and the checks, the energy label is officially registered in EP-Online and delivered to you digitally.
The features of your home are recorded on site and calculated according to NTA 8800, the Dutch calculation method for energy labels. For improvements that are not visible and have no valid supporting evidence, the prescribed default assumptions apply.

What is required when selling or letting?
When a home is sold, let or handed over, a valid energy label must be available. The label has to be registered in EP-Online; an old calculation or a report without registration does not count. The full explanation of the labelling obligation is in our knowledge base.
The label must also be stated in the listing, so before the viewings start. Arrange it as soon as the home goes on the market and not just before the keys change hands. The Dutch Human Environment and Transport Inspectorate, the Inspectie Leefomgeving en Transport, supervises this and can impose a fine when a required energy label is missing.
An energy label is valid for ten years from the date of registration. If the home is converted or made more energy efficient in the meantime, the existing label does not change with it. For a listed building in the old centre of Alkmaar there has been no general exemption since 29 May 2026.

A national, provincial or municipal listed building in principle also needs a valid energy label. In Alkmaar that affects many owners inside the canal ring. Insulation you cannot see. If your home was insulated after it was built, that is often invisible during the assessment. Such insulation can only be taken into account when there is sufficient supporting evidence under the applicable rules, for example construction drawings, invoices, product details or clear photographs taken before the finishing was applied. If you have those documents, have them ready for the appointment. Without them, the prescribed default assumptions apply.

What the adviser records in your home
The assessment is a technical survey. The adviser does not look at how your home is furnished, or at how economically you live, but at the fixed characteristics that determine the energy performance.
- The dimensions and the boundary of the home, including any extension or roof addition
- Insulation of the roof, the external walls and the floor, as far as visible or demonstrable
- Glazing, window frames, panels and external doors
- The heating system and the way hot water is produced
- Ventilation, and whether heat recovery is present
- Solar panels, a solar water heater or a heat pump, with the accompanying details

Preparation
Supporting documents for the energy label
Insulation and other improvements that are not visible during the assessment can only be taken into account when they are sufficiently substantiated under the applicable evidence rules. Construction drawings, invoices, product details and clear photographs can all be relevant here.
- Construction drawings of the home, an extension or a roof addition
- Invoices for cavity wall, roof, floor or ground insulation
- Photographs of insulation before it was finished
- Product details of glazing and window frames, for example HR++ or triple glazing
- Details of solar panels, a solar water heater or a heat pump
- Documentation for the boiler or the ventilation system
- For a VvE: documents about the shared roofs, facades and installations
- For a listed building: details of work that has been carried out in the past
In practice
Four things that most often go wrong
Most delay arises before the assessment rather than during it. These are the four things we come across most often.
Starting too late
There is no fixed delivery time. After the assessment the data is processed, checked and registered, and only with that registration is the label legally valid. If you have a completion date, mention it when you apply and you will hear whether that schedule is feasible.
Supplying documents afterwards
Documents that arrive after the visit have to be assessed again. That costs time. In the pre-war neighbourhoods around the canal ring, an insulation invoice is often the difference between the actual value and a cautious default assumption.
Assuming the old label still applies
A label is valid for ten years, but a conversion or an energy upgrade does not change the existing label. First check free of charge what is registered for your address, and until when.
Assuming a listed building is exempt
It used to be, but the general exemption lapsed on 29 May 2026. In Alkmaar that affects many owners inside the canal ring. The label does not oblige you to replace historic elements, but it does have to be there.

Energy label for business premises or an office
A separate rule applies to offices. Since 1 January 2023 an office building to which the obligation applies must have at least energy label C, or a primary fossil energy use of no more than 225 kilowatt hours per square metre per year. Under the rule, an office that does not meet this may not be used as an office.
The obligation does not apply when the office functions take up less than half of the floor area, and it does not apply when those functions together are smaller than one hundred square metres.

There is no fixed delivery time for this. After the assessment the data is processed, checked and registered. Only with the registration in EP-Online is the energy label legally valid; you then receive the digital copy. How quickly that can be done depends on the schedule and the complexity of the home. Can I apply for energy labels for multiple properties?

How do I know whether my home already has a valid energy label?
