Energy Label for a Dutch Mortgage Application

A Dutch lender may ask for information about the energy performance of the home, for example for a sustainability mortgage (verduurzamingshypotheek) or an extra budget for energy-saving measures. Requirements differ per lender, so confirm them first.

Sometimes a current energy label is enough. In other cases the lender asks for more extensive advice, a list of measures or quotations. Ask your mortgage adviser to confirm in writing which document and which qualification they need before you order anything.

What do I need?
Whatever your lender asks for. That can be a valid registered energy label, tailored improvement advice, or both. Requirements are not the same at every bank.
What does it cost?

When can the inspection take place?
After your request we contact you to agree a time that suits you, or whoever will let the assessor in. Tell us straight away if you need the label by a particular date.
What happens during the inspection?
A qualified assessor records the dimensions, insulation, glazing, heating, hot water, ventilation and any solar panels. For an average home this takes about one to two hours. See the inspection explained.
When will I receive the label?
After the visit the data is worked out, checked and registered. There is no fixed delivery time for every home; it depends on the planning and on the property. You receive the label digitally as soon as it is registered.
Is it officially registered?
Yes. The label is registered in EP-Online, the national register managed by RVO on behalf of the Dutch government. Only a registered label is valid.

Extra borrowing capacity linked to the energy label

The Dutch lending standards allow extra borrowing depending on the energy label of the home, and extra borrowing for energy-saving measures. These are national maximums; whether and how they apply to you is assessed by your lender and mortgage adviser.

Which label your lender uses, and what happens if there is no valid label, is something to confirm with your mortgage adviser.

Energy label or tailored advice?

The energy label records the current performance of the home. Tailored improvement advice (maatwerkadvies) examines which measures are technically suitable and compares packages of measures. They have different purposes and are not interchangeable. When financing is part of a larger renovation, it can be sensible to have the advice drawn up before the final quotations, so that insulation, ventilation, heating and solar energy are looked at together.

After the work is done

An expected future label is not an official new label. If you want the improved performance recorded officially, a new inspection and registration are needed once the work is finished and the installations are in use. Keep photographs of insulation before it is covered up, and keep invoices, product sheets and drawings. See documents and evidence.

No label class can be guaranteed in advance

Even after a major improvement, no specific class can be promised beforehand. The result depends on the whole home and on how the measures were actually carried out and evidenced.

Buying a home

When you buy, the seller must give you a valid label at the latest at transfer. You can check the registered label by address before you make an offer.

Frequently asked questions

Does every bank accept the same report?

No. Conditions differ. Check in advance which type of document and which qualification your lender asks for.

Can you guarantee a future label for my mortgage?

No. A scenario can be calculated in tailored advice, but the official result only follows after the work and a new inspection.

Does a better label lower my mortgage interest?

That depends entirely on your lender. A label is not a guarantee of better terms.
