Dutch WWS Points and Energy Labels Explained
The WWS (woningwaarderingsstelsel) is the Dutch points system that determines the maximum legal rent of a home. For a self-contained home the energy label is one of the items that counts, and it can add or deduct a substantial number of points.
Every feature of a rental home earns points: floor area, WOZ value, kitchen, sanitary facilities, outdoor space, heating and the energy performance. The total points determine the maximum rent and the rental segment. A valid, individual energy label is needed for the energy points; without one, the home is valued on its building year instead.
Who this matters to
If you let a home in the Netherlands, directly or through an agent, the WWS determines the maximum rent you may legally charge for the regulated segments. Disputes about rent are decided by the Huurcommissie, the Dutch rent tribunal. Landlords who live abroad are subject to the same rules as Dutch landlords.
Since 1 July 2024, under the Wet betaalbare huur (Affordable Rent Act), the points system covers not only social housing but also the mid-rent segment. According to the Huurcommissie, homes with up to 143 points fall in the social segment, 144 to 186 points in the mid-rent segment, and from 187 points in the free sector. A few label classes can therefore move a home from one segment to another.
Which energy performance counts
Points per label class in 2026
For labels drawn up under NTA 8800 from 1 January 2021, the Huurcommissie distinguishes between single-family homes (eengezinswoningen) and multi-family homes (meergezinswoningen), such as apartments.

The difference between, say, label G and label B is almost 50 points for a single-family home. That is why a missing or outdated label can have a large effect on the permitted rent.
The reference date
In most procedures the energy performance must be valid on the relevant reference date (peildatum), such as the start of the tenancy. A label registered later does not automatically repair a missing label. Since July 2026 the Huurcommissie can, in one specific procedure about a proposed rent reduction and under conditions, take into account a label registered after that date if the landlord shows it matches the actual condition on the reference date.
Building year as the fallback
Without a valid energy performance, the home can be valued on its building year under the WWS rules. That is often clearly less favourable than a current label. A new label only gives the points that follow from the actual inspection; it cannot be tuned.
A better label is not the whole rent
The energy label is one part of the WWS. A higher label class does not automatically mean the rent you want is allowed. For a reliable outcome the whole home must be assessed under the current WWS rules; see our rental points assessment.
After improvements
The WWS valuation only changes once the new energy performance has been determined and registered. Invoices or an improvement report alone do not replace the registered label. Plan the new inspection in time and keep evidence of insulation and installations.

It applies to the regulated rental segments. Which segment your home falls into depends on its total points. For certainty, have the full points calculated.
Can I use the old label from the previous tenancy?
Yes, if it is still valid, belongs to the individual home and is not a pre-2021 simplified label.
